How do you make pictures flash colors using GIMP?

I've been looking everywhere for help, but, I keep finding photoshop and whatever.


I tried doing it once, but, I just completely messed up. I was lost.

You have to use multiple layers and save the image as GIF. It will then give you the option to save it as an Animated GIF or not.
