If you want to make Flash movies you really only have one option. Get Flash. Flash is a program itself.
There are free alternatives but they do not save in the .swf format which is common. Hardly anybody has the extensions in their browser to view the free product published files.
Unfortunatly, Flash is not free but here is a demo:

This is version 8. There is CS3 but 8 is better for older computer and less confusing for beginners.

sadly, i have only found free DEMOS. its difficult to find anything like that absolutely free. you might want to try a dl over a bit torrent or something. might help.
